One of my favourite skits was one by Harry Enfield, introducing a character, I think called Joe Ulsterman, who was offended by everything.
At least he was not moved to claiming compo, as his aims were more to parlay perceived sleights into political points.
The Army has lost the moral high ground
Not just the army, mate. I kicked off my comment with an aside regarding a weird trend in blogs these days that rather poorly attempts to sideline issues with tribalism.

Quite right. This is the only way the shining intellects here can bask in each other's warm words, untroubled by other opinions that may disturb the hive's group think.
Where career financial prospects have been compromised by management failure, it is of course right and proper that compensation is paid. Then it is up to the stakeholders to take a gander at the management who see buying off their mistakes with other's money as a career high.
However, all this other stuff is tosh. No money is needed. What should be happening is that the abusers get nailed and lose out in the most appropriate manner, be it financially or career.
Of course, with the current state of legislation that is... unlikely.
Victims, abusers, managers... lawyers... all get paid. So the only real losers are those who fork out. Interesting system. As the Ms. Keane's have sussed.
